Wojciech Halka (born in 1949), BScEE  in Technical University of Warsaw (1971), then in Ecole Supérieure d'Electricité, Antenne de Rennes (1978)  EuroMaster en Gestion et Téléinformatique (CITCOM – Technical University of Warsaw and  Institut Télésystéme, Paris, 1990-1991) and  European Studies MATRA (University of Warsaw and Universiteit Maastricht, 1997-1998). From 1971 till 1991 researcher in National Institute of Telecommunication (NIT), Warsaw, as Chief of Data Transmission Division and Warsaw Branch of the Institute. From 1986 till 1987 in Spie Batignoles, French constructing company, with telecommunication project for National Power Grid Centre in Cairo, Egypt. Between 1991 and 1998 was a deputy director, then director of Technology Development and Regulatory Departments in the Ministry of Communications . Then, till 2003, with NETIA Telecom Group as advisor, board member and director responsible for data transmission national project and also for interconnection contracts and agreements. From 2003 till 2005 Under Secretary of State in the Ministry of Infrastructure , responsible for new Telecom Act implementation, Broad Band Strategy development and Terrestrial Digital TV Project preparation. In March 2006 he joint back the National Institute of  Telecommunication as development director. In July 2009 he was appointed by the Minister of Infrastructure for 5 years tenure, as Director general of NIT.

In 1991 he was an expert of ITU in Burundi, between 1994-1996 negotiator of telecommunications annex in World Trade Organization (Geneva), Polish delegate to the ITU Council, CEPT ECTRA, 2003-05 in the Council of Galileo Supervisory Administration (GSA) and in Transport, Telecommunication and Energy EU Ministers Council (TTE). He was also a Member of Electronics and Telecommunication Committee in Polish Academy of Science (PAN), Member of ASG-EUPOS Project Council and now is a Member of Astronautics and Space Technology Committee of PAN.

Mr. Halka is active in several organizing and programme committees of national and international technical and scientific conferences (KSTiT, KKRRiT, NETWORKS, FITCE). In  March 2006 was  elected as the President of Polish Association of Telecommunication Engineers (SIT), in September 2007 was organizer  of 46^th FITCE Congress in Warsaw.
