Activity

Apart from testing activities described above, Central Testing Laboratory is making research, realizing in 2009 the project: “Determination of quality indicators for digital television signal transmission”.PCA-AB121

Studies concerned analysis of image coding methods (MPEG 2 and H264/AVC named MPEG 4) which influence required video bit rate. Theoretical analysis was supported by laboratory tests of received image quality using new methods of image quality assessment, applicable to modern digital systems. These included “expert viewing protocol” and continuous measurements using special films and special computer program.

Results of conducted research give list of main parameters to be measured, measuring methods and test procedures, and proposed optimal values of parameters.

Applying created measuring methods and procedures, tests of received quality of picture emitted by Warsaw transmitter (its level, BER and MER) were performed, including comparisons with quality of DVB-T signal produced in laboratory.

Methods of experimental image quality evaluation were reported to ITU and used to formulate four ITU Recommendations.

Central Research Laboratory consists of the following teams:

  • Television Equipment and Systems Testing Team (CL1)
  • Electromagnetic Compatibility Testing Team (CL2)
  • Telecommunication Terminal Equipment Testing Team (CL3)
  • Team of Environmental, Mechanical, Metallic Cables and Equipment Testing (CL4)

Teams of the Central Research Laboratory have accreditation of the Polish Accreditation Center (PCA) in the scope of their test competence.
